Joe has his feet firmly planted on the ground. He can do this because he specializes in roadways, airfields, and pavement engineering/management. Joe solves pavement problems through field evaluations, Falling Weight Deflectometer testing and back-calculation, forensic investigations, pavement rehabilitation strategy selections, and pavement thickness design. He complements this work with roadway design and construction management, airfield design, bus rapid transit (BRT) design, and traffic engineering.
Joe’s multifaceted expertise has enabled him to be a part of several high-profile projects, including the Virginia Street BRT, Moana Lane Widening, and Pyramid Highway-La Posada Intersection Improvement projects. Joe has also had the opportunity to participate in several research projects involving pavement materials, construction alternative selection, and weigh-in-motion instrumentation. Linking people to places safely is what Joe does.
