He leads his team through all phases from planning, funding, entitlements and approvals to design, construction, operation, and maintenance.
Elias’ most rewarding project is the Sacramento Railyards, the largest infill brownfield in the U.S. This site will be transformed into a mixed-use, transit-oriented community offering housing, office, retail, hotel, and public space.
