Joe is an interdisciplinary ecologist with almost 20 years of experience in natural resource damage assessment (NRDA) and natural resource management. Joe’s coordinated and provided program oversight to expedite NRDA settlements on some of the largest Superfund and oil spill damage assessments in the country, including the Lower Passaic River Study Area, the Hudson River Superfund Site, and the Deepwater Horizon oil spill in the Gulf of Mexico.
Joe has been invited to deliver workshops on cooperative NRDA for the Department of Defense and various industry groups. He’s a skilled facilitator and consensus builder, and he’s effectively managed the needs and expectations of multiple stakeholders to drive the NRDA process. For his contributions, Joe was awarded the Department of Commerce Bronze Medal and the US Coast Guard Meritorious Team Commendation.
In 2012, Joe co-founded a non-profit organization, the HighFleet Charities Corporation, to be a positive influence in his Southeast Baltimore community.
