With a history dating back to the Great Depression, Delaware County Prison needed more than an update. It needed a replacement. The plan was to construct a modern facility capable of housing up to 1,600 inmates. As the consultant for the Delaware County Board of Prison Inspectors, our Project Management team coordinated the selection process that brought Wackenhut Corrections, a leader in the corrections industry and the first private for-profit entity to provide comprehensive services for an adult jail in the Northeast, on board.

We prepared the request for qualifications and performed the evaluation to select Wackenhut Corrections to design, build, and manage the new facility. Providing planning, design, and construction, Wackenhut delivers day-to-day management of the expanded facilities for Delaware County in an effort to ensure that any funds expended represent both a short and long-term cost effective approach to servicing the County’s needs.

Stantec assisted in the drafting of all contracts, developed the budget, and oversaw the design and construction of this first-of-its-kind project. One of the distinct qualities of this unique, publicly-bid project was that it contained a guaranteed maximum cost, limiting the County’s financial exposure. The total project cost came in considerably less than the County was planning to spend before it decided to hire a private contractor to do the work.
