Urban Mobility Support Program Evaluation

The European Union launched the MobiliseYourCity (MYC) partnership in 2015 following COP 21 to address sustainable urban mobility challenges and providing equitable access to transportation. They sought to support the MYC initiative through their Urban Mobility Support Program (UMSP), aiming to reduce greenhouse gas emissions in urban transport while promoting the development of inclusive, livable, and economically efficient cities.

The European Commission selected our team to evaluate the implementation of the UMSP particularly relating to the National Urban Mobility Policies (NUMPs) and to the Sustainable Urban Mobility Plans (SUMPs) in six cities, with a combined total of 21 million residents. The cities were Bouake (Ivory Coast), Dakar (Senegal), Dire Dawa (Ethiopia), Douala (Cameroon), Yaoundé (Cameroon) and Santo Domingo (Dominican Republic). We also evaluated the training and capacity building component of the MYC program, which targeted the key parties involved in the formulation of NUMPs and SUMPs.

We recommended that the Commission advocate for enhancement of sustainable, low-carbon climate resilient urban mobility policies in African, Caribbean, and Pacific countries, building on an integrated and participatory planning process at city level.

The goal of this initiative is to help cities become more inclusive, safe, resilient, and sustainable.
