Looking to enhance prison capacity and break the cycle of reoffending, the Victorian State Government initiated the Prison Infill Expansion project. With Corrections Victoria (CV) leading the large-scale expansion of five prisons across the state, the goal was to add approximately 100 beds to each, as well as upgrade associated facilities. As CV's appointed peer reviewer, we provided technical insight and specialist knowledge throughout the design and construction stages.
Our involvement entailed reviewing design drawings and specifications to meet CV standards, Australian standards, and best practices in a correctional context. We assessed technical departures and variation requests for both adherence and contractual compliance. On-site, we identified construction defects, observed witness testing and commissioning, and verified systems' performance. Additionally, we reviewed training, operations and maintenance documentation for clarity and accuracy.
Each site was tendered and completed under five separate contracts, which meant that we had to manage five different contractors and design teams. This posed unique challenges, demanding strict time management and coordination to ensure compliance and consistency across all sites.
By advocating quality and functionality throughout the project, we contributed to the successful expansion of CV’s facilities across the state.
