Moorhead Growth Area Plan

Fueled by a healthy economy and a strong housing market, growth in Moorhead has expanded in recent years, approaching current city limits.

Expecting continued, steady population growth, the City needed a detailed planning process for its East, Southeast, and Southwest growth areas. We’d previously prepared plans for the City, so when they were ready to address these new growth areas, we were ready to sign up—contributing our focus on orderly development and service extension.

Our team researched the area’s changing demographics, identified infrastructure constraints, and worked with stakeholders to develop alternative development scenarios. Through our community engagement program, we conducted stakeholder interviews, listened to residents at open houses, and wove their preferences into the planning process.

Harmonizing with previous planning and development efforts, the completed growth area plan provides a roadmap for the long-range development of 2,540 acres through 2040. Even after plan was completed, we’re still involved, identifying environmental impacts and needed commitments as the growth-area development occurs.
