Infrastructure updates will strengthen connectivity across British Columbia’s Lower Mainland, Sunshine Coast, and Vancouver Island

British Columbia Ferry Services Inc. (BC Ferries) has selected Stantec, a global leader in sustainable design and engineering, to provide engineering services for the phased redevelopment of the Horseshoe Bay terminal in West Vancouver, one of the busiest ferry terminals on Canada’s West Coast. The terminal plays a vital role in connecting coastal and island communities across the province, and the redevelopment will improve on-time performance, enhance customer experience, and support continued safe and reliable operations.
Working alongside Mott MacDonald and Westmar Advisors under a construction manager at risk (CMAR) model, Stantec will act as the prime consultant and extension of the BC Ferries team to help guide the phased redevelopment forward. The program is expected to span approximately nine years.

The Horseshoe Bay terminal redevelopment presents a unique technical challenge. Located in a constrained coastal environment adjacent to an active community and marina, construction will require careful sequencing, planning, and innovative design solutions to help keep ferry operations uninterrupted throughout the redevelopment program.
The Horseshoe Bay terminal has been in operation for over 65 years and sees nearly 7 million travelers annually. The redevelopment will focus on modernizing aging infrastructure for evolving and future ferry service needs, including marine works, upland civil improvements, and improved multimodal transportation connections. The upgrades will increase comfort for passengers, improve operational performance, and make it easier to arrive and depart from the facility.
Stantec’s role will include permitting; and multidisciplinary coordination of engineering services across structural, environmental, electrical, mechanical, geotechnical, civil marine; and constructability reviews. The work will be delivered through a series of call-up assignments under a master services agreement, enabling the team to support BC Ferries across a wide range of engineering and advisory services.
Stantec has a long history of supporting port and marine terminal infrastructure across the West Coast. The firm has delivered or is in the process of delivering multiple large-scale projects including Robert Banks Terminal 2 at the Port of Vancouver, the B Jetty Replacement at Canadian Forces Base Esquimalt, the Belleville Ferry Terminal in Victoria, and the recently completed outfitting pier at Seaspan’s Vancouver Shipyards.
