Energy Efficiency Market Development in Portugal

Enhancing the energy efficiency of current buildings is essential for cutting energy use, lowering costs for both individuals and businesses, and reaching a zero-emission, fully decarbonized building sector. However, in the European Union only one percent of buildings undergo energy renovations each year. One way to scale energy efficiency investments faster is with innovative delivery and financing options for public buildings and practical financing schemes for residential renovation.

In Portugal, the European Investment Bank selected our team to implement a comprehensive strategy aimed at accelerating energy efficiency investments and supporting the renovation of public and residential buildings. We combined data-led market sizing with on-the-ground insights and target meetings with public and private parties, including financial institutions and market actors. From there, we identified barriers and gaps, shaped implementable investment alternatives, and developed investment strategies and action plans that balance policy, regulatory, technical, and financing measures.

Through this effort, the European Investment Bank is helping facilitate Portuguese institutions and market partners in their development of a shared, implementable pathway to expand energy efficiency investment and scale-up broader renovation efforts that deliver lasting value for communities.
