Chuck has 25 years of experience helping clients with environmental planning, engineering design, and regulatory support associated with a variety of development activities throughout the mid-Atlantic and Caribbean. Chuck’s areas of expertise include Section 404/401 permitting; National Environmental Policy Act compliance and document preparation; wetland mitigation assessment, mitigation banking, territorial permitting, and overall regulatory support for impacts to wetlands, streams, and submerged lands.
Chuck has worked extensively on large-scale projects involving an integrated strategic approach to meet client goals and expectations. He’s also managed a variety of projects that range from the largest single private permit action in Virginia’s history to some of the most complicated utility and infrastructure upgrade and development projects currently being undertaken in the Commonwealth.
