Unlike economic benefits measured by financial metrics, social benefits encompass both quantifiable and qualitative outcomes in urban life. These benefits arise when revitalization projects upgrade buildings and infrastructure to support social well-being. Key social benefits include job creation, particularly in skilled positions and apprenticeships, improved multimodal transportation with dedicated bus and bike lanes, and more walkable communities.
Many of these benefits align with the concept of a 20-minute city, which suggests that well-designed urban areas allow residents to access work, food, education, and healthcare within a 20-minute walk or a public transit ride.
The economic and social benefits of urban revitalization are often easier to identify and assign a dollar value to. However, assigning financial value to cultural preservation in urban revitalization has proven to be more challenging. Maintaining the historical and architectural heritage of an urban area under revitalization requires careful consideration and collaboration between local elected officials, community leaders, and designers overseeing the revitalization project. While elected officials often assess cultural preservation through the lens of tourism revenue and business development, community leaders provide valuable insight into local identity, traditions, and civic pride—elements that cannot be quantified but can contribute to sustainable urban growth.

Rather than relying on traditional zoning laws, this approach prioritizes flexible, outcome-driven strategies that align economic performance with cultural sustainability. Adaptive reuse of historic buildings is a widely recognized strategy for balancing urban revitalization with cultural preservation. One notable example is The Rice, a Houston revitalization project in which Stantec played a key role. Once a grand hotel that hosted politicians and notable public figures like NASA’s Astronaut Group 2’s inaugural meeting, The Rice has been transformed to meet modern needs while preserving historical significance.
In the 1990s, Stantec repurposed the historic but long-vacant 1913 landmark Rice Hotel into residential lofts. Listed on the National Register of Historic Places, this transformation of a historic landmark also required creative problem-solving, as hotel rooms and apartments vary in design to cater to their distinct purposes and audiences. Accommodating space for families’ needs, the former 1,000-room hotel now holds 308 residential apartments. When the hotel transformed into a multi-family residence, it introduced new housing units to downtown Houston for the first time in more than forty years. During the renovation, developers, architects, and designers preserved much of the hotel’s original character through extensive research, which secured a $4.5 million federal historic tax credit.
More recently, Stantec updated the 110-year-old landmark building’s interiors. The lobby, common areas, and apartment units were refreshed with contemporary fixtures complemented by warm finishes. Converting spaces for a new function is one way to preserve history while embracing sustainability.

Tapping into this embodied energy and materials can mitigate waste, and may help reduce environmental impact and carbon emissions, effectively upcycling and expanding the building’s lifespan. “The best building for the environment is the building that’s already built,” says Jill Kurtz, sustainable design leader at Stantec. Adapting existing buildings to meet modern standards for the area is an effective way to preserve a sense of place while advancing climate and environmental goals.
These goals have both financial and social significance, as climate resiliency is closely tied to the stability of historic communities and can reduce the risk of displacement.
Urban revitalization encompasses economic growth and the development of resilient, inclusive, and culturally rich communities.
