Stantec, a global leader in sustainable design and engineering, has been selected by the Los Angeles Bureau of Sanitation (LASAN) to provide engineering and project delivery services for Pure Water Los Angeles, a transformative initiative that will secure a safe, reliable, and sustainable drinking water supply for Southern California.
Pure Water Los Angeles will purify recycled water to create a new source of high-quality drinking water—supporting the City of Los Angeles’ transition to a 70 percent locally-sourced water supply and strengthening long-term water resilience for the region.
Today, approximately 50 percent of the city’s water comes from local sources, including groundwater, recycled water, and supplies delivered by the Los Angeles Aqueduct, with the remainder imported from other agencies. By expanding water reuse, Pure Water Los Angeles will reduce reliance on imported water and help safeguard the region against climate variability and future water challenges.
Building a more resilient and reliable water future
Through Pure Water Los Angeles, the city aims to produce up to 230 million gallons per day of purified recycled water. To support this ambitious goal, Stantec and engineering partner Carollo Engineers will provide program management support services and conceptual design services to upgrade the Hyperion Water Reclamation Plant from a secondary treatment facility to an advanced water treatment (AWT) facility.
The team will also provide operations and maintenance services and regulatory support services for the city’s Hyperion MBR Pilot Facility. The pilot facility is pivotal in securing regulatory approval and will help inform and refine the design of the full-scale AWT facility.

Advancing water reuse across the Western United States
Stantec brings decades of experience supporting communities across the Western United States in collecting, treating, and distributing recycled water for both non‑potable and potable reuse.
In Carson, California, Stantec is working with the Metropolitan Water District of Southern California to design an AWT demonstration facility for direct potable reuse. This first-of-its-kind facility will allow the team to evaluate multiple process trains and support the District’s Pure Water Southern California initiative.
The firm is also providing program management services, as well as operations, maintenance, and readiness planning, for Phase 2 of Pure Water San Diego. Once complete, the program will locally supply up to one-half of San Diego’s drinking water, significantly reducing dependence on imported sources.
North of Los Angeles in Antelope Valley, Stantec is providing program management services to the Palmdale Water District to implement California’s first inland potable reuse program – Pure Water Antelope Valley. Because the community does not have coastal access for reverse osmosis brine disposal, Stantec developed an innovative brine management strategy to address the challenge.
