Objectives of the project

The LIFE programme is the EU’s funding instrument for the environment and climate action. The general objective of the LIFE programme is to contribute to the shift towards a sustainable, circular, energy-efficient, renewable energy-based, climate-neutral and - resilient economy, in order to protect, restore and improve the quality of the environment, including the air, water and soil, and to halt and reverse biodiversity loss and to tackle the degradation of ecosystems, including by supporting the implementation and management of the Natura 2000 network, thereby contributing to sustainable development.

Evaluations are expected to start in September, the call for experts is open until end of the month August.

In line with Framework Contract CINEA/2021/OP/0015 – Support for LIFE Proposals evaluations concluded between the European Climate, Infrastructure and Environment Executive Agency (CINEA) and a Consortium led by Stantec, independent technical experts are sought to evaluate proposals received under the LIFE Programme.

This call is open to experts with a high level of professional expertise in any of the fields listed below:

  1. Nature and Biodiversity
  2. Circular Economy and Quality of LIFE
  3. Climate Change Mitigation, Adaptation
  4. Governance subgroups for the topics of Environmental Governance, Nature Governance and Climate Governance and Information
  5. Clean Energy Transition
  6. Civil Society 

Qualifications and skills 

The LIFE Calls for proposals 2023 is open and evaluations are expected to start in September 2023. The recruitment of experts for the 2023 call is open until end of August 2023. If interested, please register now.

All technical experts should be fluent in English (at least C1 level in the Common European Framework for Reference for Languages) and in at least one other EU official language and have previous experience in assessing and/or managing EU projects. A language certificate or past relevant experience of 2 years in use of the English language is required.

The following is an overview of the minimum level of capacity per field, as mentioned above. 

1. LIFE Nature and Biodiversity experts group

  • Expert in nature conservation: At least 4 years of professional experience. Relevant higher education degree or equivalent professional experience of 2 years in the field of e.g. natural sciences, biology, ecology, etc. and at least 4 years of professional experience in the field.
  • Proven familiarity with EU Nature Directives and/or other biodiversity related EU policies.
  • Proven experience in evaluating projects in at least one of the priority areas of action of LIFE Nature and Biodiversity.

2. LIFE Circular Economy and Quality of LIFE experts group

  • Expert in in at least one of the priority areas of action of LIFE Circular Economy and Quality of Life (Circular Economy and Waste, Air, Water, Soil, Noise, Chemicals, Governance and A New European Bauhaus): At least 4 years of professional experience.
  • Relevant higher education degree or equivalent professional experience of 2 years in the field of environmental engineering, industrial engineering, environmental management, business administration, etc. and at least 4 years of professional experience in the field.
  • Proven experience in evaluating projects in at least one of the priority areas of action of Circular Economy and Quality of LIFE.
  • Ability to evaluate the business implications (i.e.: economic feasibility, competition, market positioning etc.) of Close to Market projects

3. LIFE Climate Change Mitigation, Adaptation Expert Group

  • Expert in the field of the topics open for funding under the LIFE Climate Action calls for proposals: At least 4 years of professional experience.
  • Relevant higher education degree or equivalent professional experience of 2 years in the field of e.g. engineering, energy, transport, finance, agriculture, forestry, climate & environmental sciences, economy, business management etc. and at least 4 years of professional experience in the field in climate change issues.
  • Proven experience in evaluating projects in at least one of the priority areas of action of Climate Change Mitigation, Adaptation Expert Group.
  • Ability to evaluate the business implications (i.e.: financial, economic feasibility, competition, market positioning etc.) of Close to Market projects

4. Governance subgroups for the topics of Environmental Governance, Nature Governance and Climate Governance and Information

  • Expert in Nature Governance, Environmental Governance, Climate Governance projects: At least 4 years of professional experience. Relevant higher education degree or equivalent professional experience of 2 years in the field of (e.g. environmental sciences, political sciences, environmental law etc.) and at least 4 years of professional experience in the field.
  • Good general knowledge of EU policies and related priorities in the strands concerned (LIFE Nature and Biodiversity, LIFE Circular Economy & Quality of Life, LIFE Climate Change Mitigation and Adaptation)
  • Relevant management experience in public administration in the field of nature, environmental and climate governance.

5. LIFE Clean Energy Transition expert group

  • Expert in Clean Energy: At least 4 years of professional experience. Relevant higher education degree or equivalent professional experience in the field of (e.g. economics, engineering, social sciences, environmental sciences etc.) of 2 years and at least 4 years of professional experience in the field.

6. Civil Society experts group

  • Expert in environmental and climate fields: At least 4 years of professional experience. Relevant higher education degree or equivalent professional experience in the field of e.g. political sciences, European studies etc.) of 2 years and at least 4 years of professional experience in the field.
