Jim has 38 years of regulatory and financial experience with water, sewer, electric and natural gas utilities. Prior to joining our Company, he served 35 years at a major Midwest-based electric and gas utility, where he directed the development of revenue requirements, advised on pricing for all customers, and administered all tariff provisions.
With his expertise, Jim provides oversight for many of our projects and has recently served as the technical advisor for a water and sewer cost of service rate study for the City of Manistee, Michigan. With no record of a formal rate study, the City needed a cost allocation to determine the proper cost distributions between the water and sewer systems. They also needed help revising connection charges for new customers. Using the utility basis of ratemaking, Jim led our team to identify a cost-based differential for outside-city customers. He successfully executed the study and met the client’s needs by implementing educational presentations with stakeholders.
