During her more than 20 years as a civil engineer working on water dams, mining, and hydropower projects, Carmen has merged a passion for technical excellence with unique personal and cultural perspectives, distinguishing her as a leader in the industry. She has specialized experience in hydraulics, hydrology, river engineering, water resources, and dam safety, and she’s served as a team leader, supervising the engineering designs for diversion structures, water containment, and associated facilities.

Having led water-related projects in many different geographies, from the steep, high-altitude terrain of the Rockies and Andes to the flat, tropical terrain of Florida, Carmen is adept at working in diverse environments—and she cherishes the opportunity to learn about different cultures. She’s implemented and managed site-wide hydrological studies for large infrastructure projects and she’s well-versed in international water issues, water in mining, and permitting procedures.

A frequent speaker at conferences and workshops organized by EWRI-ASCE, USSD, and ASDSO, Carmen’s voice is well recognized in the industry. Committed to igniting a passion in girls and boys to opt into STEM education, Carmen supports Big Brothers & Sisters STEM activities and works as part of the STEM Coalition with the Women’s Foundation of Colorado.
