With over two decades of utility finance and management experience, including having served as the chief financial officer for a large regional utility, Courtney knows that clients want to have a trusted partner in their corner. A partner who will understand their unique and local issues and bring informed and tailored alternatives to their decision-makers. She seeks to deliver that level of support to every client she works with.

Courtney has worked on over 150 rate studies including water, sewer, stormwater, and solid waste. In addition to rate studies, her expertise includes wholesale contract pricing and negotiation support, system development charges, asset management fiscal policy, and capital plan prioritization.

Recently, Courtney served a three-year term on the U.S. Environmental Protection Agency’s Environmental Financial Advisory Board. She was also a contributing author to the Board’s January 2025 publication, “Advancing Water Affordability Nationwide: A Framework for Action.”

Away from work and professional commitments, Courtney enjoys spending time with her husband and two sons, running and gravel-biking on the local trails, and recovering from that fun with a good book.
