Loretta Cummings

Loretta has over 30 years of experience in environmental science, regulatory permitting, and NEPA compliance.  She has evaluated corridors, identified wetlands, located critical habitats, and evaluated alternative construction corridors. She has managed the acquisition of state and federal permits for water crossings, and has established working relationships with key regulatory and advisory environmental agencies.  Loretta’s area of expertise includes National Environmental Policy Act documentation including categorical exclusions, environmental assessments, environmental impact statements, as well as Section 4(f), Section 6(f), and Section 106 documents.  In addition, she has extensive experience with the analysis of alternatives and mitigation planning for large-scale construction projects involving water, wetland, cultural resources, and endangered species issues.
