Luis’s more than two-decade career includes working for the City of Winnipeg for 18 years in a variety of capacities including traffic studies engineer, traffic signals engineer, and more recently, manager of transportation. He oversaw, guided, and implemented major transportation initiatives related to commercial vehicle operations, walking and cycling, road safety, and accessibility and accommodation of vulnerable road users.
He completed functional work for major infrastructure projects and he shepherded the adoption of Winnipeg’s first Transportation master plan as well as the implementation of the City’s first transportation management center.
A member of the Transportation Association of Canada (TAC), Luis has served on the Traffic Operations and Management Standing Committee (TOMSC), the Road Safety Standing Committee (RSSC), and the Urban Transportation Council (UTC). He’s a member of the Institute of Transportation Engineers and has served on the Transportation Safety Council.
