With more than 30 years of experience, Noor brings an integrated perspective to complex healthcare capital projects from early planning to operation. His career spans architectural practice, project management, health authority leadership, board governance, international development, and consulting.
Noor has led major acute care, cancer care, community health, and long-term care redevelopment programs, including the Burnaby, Lions Gate, and Richmond hospitals. He believes successful healthcare project begins with a shared vision. Drawing on his experience across the project lifecycle, he helps clients align clinical, operational, design, infrastructure, government, and capital priorities. His expertise includes alliance and collaborative procurement models, government approvals, funding process, partner engagement, and operational transition. Noor’s international experience includes leading healthcare, education, and hospitality infrastructure initiatives with the Aga Khan Development Network across Africa and West, South, and Central Asia.
Outside the office, Noor enjoys maintaining an active and healthy mind, body, and spirit.
