Out of Washington, DC, Dave helps communities plan for the future of their utility programs. As a principal in our financial services practice, he draws upon his more than 17 years of financial planning expertise to pinpoint potential road blocks—and provide creative solutions.
Dave has managed over 150 water, wastewater, stormwater, reclaimed water, and solid waste utility studies. He provides leadership on rate and fee studies, feasibility analyses, and financial plan development to implement a collaborative approach that resolves issues in a transparent manner. A recognized industry leader who speaks at events throughout the US, Dave’s an active member of the American Water Works Association (AWWA), as well as a contributing author to the recently released, seventh edition of AWWA’s Principles of Water Rates, Fees, and Charges.
In his free time, Dave enjoys outdoor activities like mountain biking and downhill skiing, as well as rooting for Michigan State and spending time with his three kids.
