Portia supports municipal water and wastewater infrastructure programs across the Pacific Northwest. Her experience includes program controls, contract administration, funding coordination, financial management, schedule development, cost tracking, and executive reporting for complex capital improvement programs.
Passionate about bringing transparency, accountability, and clear communication, Portia dedicates herself to helping teams align priorities and make informed decisions. She works closely with clients, consultants, and interested parties to support collaboration throughout the project lifecycle. Her experience includes the Sandy Utilities Program, Canby Water Supply Program, Secondary Treatment Expansion Program, and other capital projects involving alternative delivery, state and federal funding, permitting, and long-term infrastructure planning.
Known for her attention to detail and collaborative approach, Portia likes to translate complex technical and financial information into clear, practical guidance for diverse audiences. Outside of her project work, she’s passionate about mentoring, gardening, traveling, gaming, running, and spending time with her family.
