Celeste has over 15 years of experience in environmental planning and preparing studies for environmental impact statements, environmental assessments, and categorical exclusion level National Environmental Protection Act (NEPA) documents. She leads and prepares environmental documents, environmental justice analyses, and public involvement activities. She also coordinates with federal, state, and local agencies and works on U.S. Army Corps of Engineers Section 404 permits and U.S. Coast Guard permits.
With experience supporting transmission line, roadway, and bridge projects, Celeste focuses on public involvement and community impact studies. She finds that the two areas are closely linked and uses the knowledge gained from each to create meaningful public involvement opportunities and more thorough community impacts studies. She has managed, planned, and coordinated public involvement activities including noise workshops, public meetings, public hearings, and both virtual and in-person open houses.
When she isn’t working with communities and the public, Celeste spends her time outside with her family. She also enjoys baking, traveling, and hiking.
