A professional hydraulic engineer and certified arbitrator, Joe plays an active role in advancing Taiwan’s water sector through leadership positions with industry and government organizations. His experience spans major public infrastructure, public-private partnership, and build-operate-transfer projects, providing expertise in governance, risk management, and project delivery.
Currently, Joe leads our Taiwan Water group, guiding the growth, integration, and delivery of innovative water solutions that help communities build resilience and sustainability. With nearly 25 years of experience, he combines technical expertise with strategic leadership across water supply, wastewater, stormwater, desalination, water reclamation, smart water networks, and flood mitigation.
