Carol is an economist with nearly 30 years of experience who has managed numerous water, wastewater, and stormwater financial-related analyses. She has guided financial plans, impact fees reports, and rate studies and has successfully facilitated workshops with multiple parties.
As a leader on our Financial Services team, Carol provides affordability planning for projects using our WARI® enhanced affordability analysis software. She also helps communities and agencies with understanding and communicating the financial impacts of rate increases to low-income residents.
Over the course of her career, Carol has developed a long-term relationship with Albuquerque Bernalillo County Water Utility Authority, the largest water utility in New Mexico. Focusing on reaching water conservation goals through rate adjustments, she provided alternative rate structures for the Authority. This led to lowering the region’s water usage from 250 gallons (946 litres) per day in the mid-1990s to 130 gallons (492 litres) in the present day.
Outside of her advisory services work, Carol enjoys visiting the communities of her clients—from cycling through Colorado to cleaning up trash along the Cuyahoga River in Ohio.
