Carmen brings extensive experience to her position as senior transportation planner and analyst in Southwest Florida. Her career has taken her from local city planning efforts managing grant compliance and city, state, and federal affordable housing programs to FDOT Director of Policy Planning.

At her core, Carmen believes that sustainability and resiliency should be essential considerations for every project she works on—bicycle and pedestrian infrastructure are critical to a community. Whether they connect homes and schools, or neighborhoods, greenspace, and commerce, providing safe access and multimodal connections adds to the quality of life for everyone. Carmen is passionate about creative problem solving and believes that caring for the environment can be part of everything we do.

 Carmen lives in a community that is on estuary where a major river and the Gulf of Mexico meet. Living there has helped given her a deep understanding the delicate balance we have with waterways and marine life.  Whenever possible, she is out boating or kayaking, taking in the abundance of marine life and appreciating her surroundings.
