A principal and environmental planner, Coleen excels in navigating complex environmental, land use, recreation, and infrastructure challenges while fostering collaboration among key parties. She is well-versed in both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) clearance and has played a significant role in shaping policy. She has led efforts to prohibit two-stroke engines on Lake Tahoe, negotiated conservation strategies for the northern goshawk, and developed land tenure criteria for public-private land transfers in Mono and Inyo Counties.
