Bill believes that specialist consultants often serve as catalysts, bringing new energy, outside perspectives, and innovative ideas to projects. This is particularly important when working with water, wastewater, stormwater, solid waste management, and the provision of other local government infrastructure and services.
As a director with our Water group, Bill engages with complex economic, business-process, and financial-planning projects throughout the world. He has conducted utility financial and pricing studies in high-profile and contested environments, conducted system consolidation studies, and helped negotiate inter-utility service agreements. He’s also conducted management audits, provided expert witness testimony, and assisted with the development of operating and capital planning budgets.
A dedicated member of the professional community, Bill is a past chair of the American Water Works Association’s (AWWA) Rates and Charges committee, a past president of the Georgia Association of Water Professionals, and a contributing author to key manuals of practice addressing cost allocations and rates and charges for water utilities.
