Central African Power Pool Regional Market Development Support

With one of the world’s richest hydro resources yet the lowest electricity access rate in Africa, Central Africa’s energy potential remains largely untapped. The Central African Power Pool (CAPP), an institution of the Economic Community of Central African States (ECCAS), plays a key role in advancing regional interconnections and the creation of a common electricity market.

Under EU funding, MAT-4 and AT-Financement Technical Assistance Missions (TAMs) support the CAPP Secretariat in operationalizing the regional power market, strengthening regulatory and technical frameworks, and mobilizing financing for cross-border infrastructure. Our team is assisting under both TAMs

We’re helping develop the technical procedures and governance mechanisms that will enable coordinated management of regional electricity flows, integration of renewable energy, and alignment with the EU’s Global Gateway strategy. Additionally, our team is supporting CAPP in identifying bankable regional projects, mapping financing opportunities, and engaging with international financial institutions to unlock investment pipelines for relevant projects.

Through strategic planning, engagement, and technical innovation, CAPP can unlock Central Africa’s vast energy potential and drive sustainable development for future generations.
