Continental Energy Programme in Africa (CEPA) Technical Assistance

Greater regional integration of energy markets is an important milestone for the African continent. The African Single Electricity Market is expected to become one of the largest continental electricity markets by 2040. The Continental Power Systems Masterplan intends to create a blueprint for a continental electricity market and prioritize energy projects, while the African Energy Efficiency Strategy will provide a structure for efficient energy use within this market.

On behalf of the European Commission, we are supporting the implementation of these flagship pan-African energy programs. We are working with continental and regional institutions and local governments to design reforms for energy policies and regulations, provide capacity building, assist with fund mobilization, facilitate partnerships, and monitor the implementation of the programs. The goal is to help create a conducive environment for attracting public and private investment in energy access, as well as advancing Africa’s renewable energy and energy efficiency agendas.

These efforts will foster Africa’s long-term environmental and economic development by developing a sustainable future for all communities across the continent.
