Peru’s National Registry of Identification and Civil Status Support

Peru’s National Registry of Identification and Civil Status (RENIEC) plays a vital role in safeguarding democratic processes and citizen identity. Two critical components of the Registry are the verification of signatures and the georeferencing of domicile data. These processes are essential for ensuring the integrity of the electoral roll, improving legal security, and enabling evidence-based territorial planning.

The European Union selected our team to modernize and streamline processes within RENIEC. We mapped the current state of operations, redesigned processes, and developed future-state models aligned with global standards such as ISO and eIDAS. For the verification of signatures, we proposed a fully digital workflow incorporating biometric facial recognition, electronic signatures, and traceable electronic records. For the georeferencing of domicile data, we designed an integrated geospatial system to standardize addresses, link geographic coordinates to national IDs, and enable interoperability with municipal and national platforms. The result is a roadmap for RENIEC to transition toward a secure and automated system.

These improvements are intended to reduce fraud risks, enhance transparency, and deliver faster and more reliable services to Peruvians.
