Modernizing MONSTAT’s IT systems to support the delivery of high‑quality, EU‑compatible official statistics

Statistical Office of Montenegro IT Systems Digital Transformation

The digital transformation of Montenegro’s information systems is a key step in the country’s accession process to the European Union and in alignment with the European Statistical System. The EU contracted our consortium to prepare the feasibility study, implementation roadmap, and procurement documentation supporting the digital transformation of the Statistical Office of Montenegro (MONSTAT).

This process is expected to help Montenegro gain a clear, evidence‑based roadmap for system transformation of their IT infrastructure, complete with phased investments, life cycle cost modeling, risk management, and capacity‑building measures. Project activities include the preparation of a comprehensive feasibility study and implementation plan for the digital transformation. We will also deliver a governance and compliance framework that embeds EU standards such as European System of National and Regional Accounts (ESA 2010), Statistical Data and Metadata eXchange (SDMX), General Data Protection Regulation, cybersecurity, and ISO requirements.

By empowering MONSTAT with the tools, governance structures, and documentation they need to launch subsequent EU‑funded IT investments, the project will strengthen data quality, interoperability, and transparency with an eye to a sustainable future for Montenegrin communities. The shift to a secure, integrated platform for collecting, processing, and disseminating official statistics in line with national and EU standards is also expected to have positive impacts on Montenegro’s economy and e-governance.
