Support to Covenant of Mayors East Implementation in Azerbaijan

Across Azerbaijan, municipalities are playing an increasingly important role in delivering climate mitigation and adaptation actions. Objectives under the Azerbaijan 2030 National Priorities and other long‑term emission reduction targets are intended to help translate climate ambitions into concrete, implementable measures through the Sustainable Energy and Climate Action Plans (SECAP).

We are supporting the implementation of the Covenant of Mayors East regional program in Azerbaijan. Working closely with the Ministry of Energy and the European Union Delegation, we help twenty municipalities to develop complete, compliant SECAPs. We also help strengthen the implementation capacity of municipalities supported previously through seminars, one-to-one coaching, cluster-based peer learning, and practical, learning-by-doing support tailored to local institutional realities.

We’re also helping municipalities prepare bankable project fiches aligned with international financing standards, improving access to climate finance and investment programs. In parallel, we also raise awareness about climate action and organize regional and national events to strengthen local ownership, youth engagement, and public understanding of climate mitigation and adaptation measures.

Together, these efforts are creating a scalable, replicable model for municipal climate action in Azerbaijan, leaving municipalities better equipped to plan, finance, and deliver a low‑carbon and climate‑resilient future.
