Tanzania Green and Smart Cities SASA Program Support

The European Commission set up Green and Smart Cities SASA program to enhance urban life in the island of Pemba and several cities in Tanzania as the country faces rapid urbanization. Goals include improving urban management, increasing revenue collection, and encouraging investment from both the public and private sectors. The program aims to help underserved communities access vital service—such as water, sanitation, and waste management—support job and business creation for women and youth, and upgrade economic infrastructure in important urban areas.

The European Commission selected our team to design grant contracts and support the implementation of the program. We conducted scooping missions to Pemba to assess and analyze needs of facilities, local markets, and urban development services, making recommendations in response to socio-economic and infrastructure challenges. Building on this, we supported the preparation of a call for proposals, awarding grant contracts to those who would implement activities in the domain of connectivity, public and social services, green spaces, solid waste management and gender-inclusive planning. We also monitored the implementation and meeting of specific objects for those contracts.

The Green and Smart Cities SASA program is contributing to a sustainable and resilient future for the island of Pemba and cities in Tanzania.
