Ugandan Climate Finance Proposal Development

Uganda ranks among the nations most susceptible to the effects of climate change, with risks including rising temperatures, increasing climate variability, and intensifying extreme weather events. To respond to these challenges, the Government of Uganda revised their Nationally Determined Contributions (NDCs)—their national climate action plans under the Paris Agreement—to account for substantial climate finance contributions toward projects.

The German Federal Ministry for Economic Cooperation and Development (BMZ) is one such international institutions working with the Government of Uganda on these efforts. On behalf of BMZ, Deutsche Gesellschaft für Internationale Zusammenarbeit (GiZ) has engaged our technical expertise in climate finance assistance for the preparation of high-quality project proposals in Uganda to be financed by various donors and funds.

We are supporting Uganda’s Ministry of Finance, Planning and Economic Development, together with other sectoral ministries, in developing bankable climate finance proposals within the energy and agriculture sectors. Our approach combines hands-on technical assistance with targeted capacity building and knowledge transfer. Potential energy sector interventions include renewable energy expansion, clean cooking solutions, climate-resilient transmission infrastructure, and energy efficiency measures across industry, transport, and residential domains. For climate-smart agriculture initiatives, areas of priority focus include water harvesting technologies, diversified and resilient livestock systems, and climate-resilient fisheries.

By developing bankable climate finance proposals, Uganda can better attract and manage both domestic and international climate finance, thereby supporting the country’s climate action agenda.
