Disaster Mitigation Adaptation Fund Projects

Canada’s remote northern territories face increasing impacts from climate change. To help these areas improve their resilience, the Government of Canada, through Housing, Infrastructure and Communities Canada (HICC), created the C$3.7 billion Disaster Mitigation and Adaptation Fund (DMAF). The goal of the DMAF is to help communities better prepare for, and withstand, the potential impacts of natural disasters, prevent infrastructure failures, and help keep Canadians safe.

Our North America Funding Program (NAFP) team has managed six DMAF applications, securing C$38 million in funding for Indigenous communities. This funding is supporting various infrastructure resiliency projects, including protecting an essential air terminal building from permafrost degradation and reducing flood risks to roads and wastewater infrastructure that are affected by snowmelt.

One application involved the Village of Carmacks and Little Salmon Carmacks First Nation (LSCFN), which had experienced recurring and devastating flooding on the bookends of various storms or extreme weather events in the last two decades. Severe flooding occurred in 2021 and 2022 from high snowmelt accumulation in south and central Yukon, directly attributable to climate change, and had severely impacted local infrastructure. During these flood events, inflows to the wastewater treatment facility reached up to four times the plant’s capacity, requiring the direct discharge of untreated effluent to the river.

Supported by our (NAFP) team, the community, sought DMAF funding to improve their infrastructure conditions. Ultimately, they were successful in securing nearly C$38.5 million in funding.
