Ottawa Light Rail Transit (OLRT) Program - Stage 1 and 2

The City of Ottawa wanted to expand their light rail transit (LRT) service. The Ottawa Light Rail Transit (OLRT) program, especially Stage 1, began as a uniquely challenging project involving the conversion of a mature, exclusive bus transitway in the downtown to an LRT service—a first in North America. The City engaged us to help with this complex project.

As part of Capital Transit Partners joint venture, our team serves as owner’s engineers and technical advisors representing and advocating for the client for this transformative program. Stage 1, the Confederation Line, will be expanded with a tunnel and 13 stations. Stage 2 expands the line with more track, 19 stations, and a link to the airport. Stage 2 also involves an extension and upgrading the existing Trillium Line. Working alongside city staff, we’re providing critical services that include multidiscipline engineering, project controls, environmental investigations, and procurement support. Our role extends to Stage 2, drawing on lessons learned in Stage 1 to provide continuity and fast-tracking completion with responsibilities that include work planning, oversight, and managing interfaces with various invested parties. Along with a large network of local teams, we’ll also monitor construction progress and compliance for both Stage 1 and Stage 2 of the project.

When complete, the transformed OLRT line will have increased capacity to better serve the Ottawa community.
