Working together to build cost savings and design improvements into waste water treatment plants (WWTPs)
For the Dalian Waste Water Treatment Plant (WWTP) BOT Consulting Project, our service consisted of three phases. First, we provided a high-level review of the tender document, including a feasibility study, wastewater treatment process design, major equipment list, and current estimates of CAPEX/OPEX. Following the review, we produced a technical memorandum and conceptual design document, which described the overall adequacy of the reviewed items and provided comprehensive guidelines for later basic and detail design works that were performed by a local design institute (LDI) engaged by the client. Finally, we provided management consulting services during the basic and detail design phases of the project. We provided comments on division of responsibilities/schedule/QA/QC procedures and design documents, and prepared design management monthly reports, design conflict review reports, and other feedback.
The design management service is meant to assess the current designed process flow to find out if it is easy to operate and if it can achieve required effluent stably. Our team assessed whether the design parameters of major treatment and process units were reasonable, to potentially identify improvement opportunities, and consequentially save overall CAPEX and OPEX.
The biggest challenge was gaining support from the client and the local design institute without causing conflicts among parties or increasing our liability. To overcome the challenge, employees in the China and Taiwan offices organized a joint task force to conduct extensive value engineering. BioWin, a powerful product of EnviroSim Associates Ltd., was utilized to simulate the treatment process in WWTP and provide evidence for improvements. Through this, we communicated the need for our Design Management Service.
These activities led to dozens of improvements and big cost savings, while meeting all contract requirements and customer service needs. The project fully demonstrates the value of our Design Management Service and the need for value added services in the Chinese market. It also proves our China strategy—providing higher value technical services and life-cycle project management (feasibility studies, master planning, project management, design management)—is on the right track.
