Ruwais Physical Framework and Master Plan

Transforming Abu Dhabi’s oil town into a modern city

The Al Gharbia 2030 Plan identifies the new city of Ruwais as the key to future development, accommodating an additional 115,000 people

The Abu Dhabi National Oil Company (ADNOC) developed the Ruwais industrial and housing complex in the 1970s in order to fulfill the downstream requirements of the economy’s booming oil and gas industry. Located 240 kilometres west of Abu Dhabi and situated on the seafront, our goal is to help Ruwais become a regional hub within Al Gharbia.

One of the first steps of the 2030 plan is to put together a framework masterplan that includes a comprehensive set of policies and guidelines to shape future community growth in a responsible manner. The planning process included expert input on desert ecology, coastal geomorphology, local and regional natural history and culture, desert landscape architecture and sustainability as well as climate and microclimatic design. Our masterplan will also create a complete city that offers tourist-based leisure facilities at the waterfront, and a range of residential options—with a variety of price points that will attract a diverse population.

Upon completion, Ruwais will continue to be a significant support center for the tourist islands of Delma and Sir Bani Yas, as well as a national center for the energy industry. The best part? Residents will have access to all modern amenities (schools, banks, retail, and recreation) without having to travel all the way to Abu Dhabi.
