KiwiRail Regional Freight Hub

KiwiRail wanted to plan out the operational needs of their Regional Freight Hub in Manawatū for up to 100 years from now. They engaged us to help develop a master plan that would bring efficiency plus economic and sustainability gains for Aotearoa—every ton of freight moved onto rail from the road reduces carbon emissions by 70 percent.

We considered potential increases in train length, forecasted growth in freight volumes, and integration with road and air transportation. Palmerston North’s existing freight yard had already been relocated in the 1960s. However, the city has since grown around it, and local streets had become congested.

KiwiRail engaged with iwi and stakeholders. We used that feedback and technical expertise in a multicriteria analysis to assess alternative locations for the yard. Once the preferred site was identified, we factored in on-site stormwater and flood management, landscaping, acoustic mitigation, and safe internal and external roading connections to determine the final land requirements. We then prepared a notice of requirement, supported by specialists’ effects assessments, and provided evidence at the Council hearing.

The Regional Freight Hub is a milestone project that will strengthen the regional and national transportation system and serve as a blueprint for future hubs.
