An Insurance Plan for the Environment

Environmental insurance can help cover unexpected costs and liability for unknown and newly discovered contamination at a site. An insurance policy for the environment was developed in this Taiwan EPA project. The scope of work contained compilation of gas station contamination data, risk identification and verification, and development of environmental liability insurance. Taiwan EPA has executed soil and groundwater investigation nationwide for gas stations for over 10 years.

Based on the risk factors of gas station contamination, this project used artificial neural network, logistic regression, and random forest to build three risk identification modules to further predict contamination risks of gas stations. The comprehensive investigation results from over 2,500 gas stations in Taiwan were used to develop a soil and groundwater pollution liability insurance policy, which is a claims-made and reported policy. The coverage of the insuring terms include soil and groundwater clean-up costs for sudden or accidental and non sudden or accidental pollution conditions, as well as, pollution conditions resulting from transported cargos and third party claims for bodily injuries and property damages.
