As Taiwan’s wastewater infrastructure has aged and environmental requirements became more stringent, the Industrial Development Bureau used a public-private partnership (PPP) through a rehabilitation, operation, and transfer (ROT) model to modernize the Hsinchu and Dali Industrial Parks wastewater systems. We served as the technical advisor for the effort, supporting feasibility studies, project structuring, procurement, and contract negotiations.
Working with government parties, we helped develop a framework that balanced public objectives, investment viability, and long-term operational reliability. Under the ROT model, the private partner assumed responsibility for facility rehabilitation, equipment upgrades, and ongoing operations. The upgrades improved treatment efficiency, effluent quality, transparency, and performance monitoring while reducing government capital and operational costs. The facilities were also enhanced to accept selected industrial liquid wastes and septage, increasing asset utilization and strengthening regional wastewater management.
The project demonstrates how public-private collaboration can help renew critical infrastructure, support sustainable industrial growth, and improve environmental performance.
