The 1st large-scale municipal wastewater effluent reuse project in Taiwan, treating 105,000CMD municipal wastewater and producing 45,000CMD reclaimed water to supply industries in Linhai

Stantec provides project management service for Construction and Planning Agency of Ministry of the Interior (CPAMI) and Water Resources Bureau of Kaohsiung City Government with respect to the BTO project of recycling and reclamation of effluent of Fengshanxi Wastewater Treatment Plant (WWTP). In this project, reclaimed water is transported through a dedicated pipe to supply industrial users inside Linhai Industrial Park. .

The water resources in Taiwan mainly come from rainfall, which takes place mostly in rainy season (May to October). According to the statistics of Central Weather Bureau, Taiwan, in the past decade, the ratio of rainfall between rainy and dry season in Kaohsiung area has reached 11:1, leading several struggles in water resources allocation during dry season. In case of drought, agricultural water needs to be allocated, and livelihood water supply pressure needs to be reduced. Thus, CPAMI and Kaohsiung City Government have signed a LOI for cooperation and selected the prioritized applicant of “BTO Project of Promoting Private Participation in Public Construction of Effluent Recycling and Reclamation of Sewage Treatment Plant of Fengshanxi in Kaohsiung City” in June 2016, marking a new milestone for the development of sewer construction in Taiwan, and improving the effectiveness of sewer to another level.

Stantec helped CPAMI and Water Resources Bureau of Kaohsiung City Government to audit and evaluate the project and provide consulting service for the performance management, function, quality, safety requirements , etc. during the construction and operation period of the BTO project in order to obtain good results. After the completion of construction, the water recycling facility can provide 25,000CMD of recycled water, and it can reach 45,000CMD by the end of 2019. This is the first case of large-scale recycling and reclamation of effluent from Taiwan sewage treatment plant, which can effectively stabilize the water supply in Kaohsiung area.

The on-site multi-purpose interactive exhibition center, featuring VR devices and a large theatre, enhances the educational and recreational values of this demonstration project. Success of the Fengshanxi project has led the government to implement 5 more similar plants throughout Taiwan.
