As climate change and water scarcity place increasing pressure on urban water supplies, Taichung is advancing water reuse to improve resilience and reduce reliance on potable water resources. Central to this effort is the Shuinan Water Reclamation Center, home to Taiwan's first community-scale dual water distribution system. The facility supplies reclaimed water for toilet flushing, irrigation, landscaping, and the adjacent Shuinan Trade and Economic Park.
We served as the contract management and operational oversight consultant, helping optimize performance and support long-term reliability. Our team developed procedures for water quality incidents, conducted operational audits and performance evaluations, and strengthened management systems and professional certification programs.
Using membrane bioreactor treatment and chlorination disinfection, the center conserves approximately 5.25 million cubic meters (185 million cubic feet) of potable water annually and supplies about 4,000 cubic meters (141,259 cubic feet) of reclaimed water per day. Smart metering enables real-time monitoring, improving operational visibility and supply reliability.
We also identified opportunities to improve energy efficiency through optimized storage capacity and equipment scheduling, reducing annual electricity costs by more than NT$850,000 ($26,779).
The program further supports the future Shuinan Reclaimed Water Project, demonstrating how integrated water reuse can help cities build resilient, sustainable water systems while supporting long-term economic growth.
