The purpose of the project was to support Scottish Water with the assessment of the current service offering of the Construction and Contracting (C&C) Health & Safety (H&S) Team and define a new Target Operating Model (TOM) for the team.
The projected started by understanding the current C&C H&S Team service provision, by analysing the activities undertaken by the team, reviewing roles and responsibilities and the current pains and desired gains the team wanted to achieve through the new TOM.
The provision was also benchmarked (quantitatively and qualitatively) against industry best practice for similar Health & Safety service provisions. From the gaps identified from the benchmarking, several recommendations were presented, with those selected, forming the basis of the new TOM.
After agreeing the structure of the new team, new roles and responsibilities were defined for the team, along with a prioritized transformational roadmap for implementation of the new TOM.
The resulting TOM creates greater engagement and collaboration with delivery partners and stakeholders, provided a lean, yet flexible structure to accommodate changes in workload, focus and geographies and ensure the team provides the right level of specialist Health & Safety knowledge and expertise, where needed.
