Delivering community-changing water infrastructure in Mongolia’s challenging climate in a non-extendable five-year compact period.

The Government of Mongolia (GoM) needs to meet projected water demand in its capital city, Ulaanbaatar. Millennium Challenge Corporation (MCC) and the GoM are investing in three related activities: bulk water supply, wastewater recycling, and water sector sustainability.

MCC contracted our team as technical and procurement infrastructure advisor. Major project components included new groundwater wells, pipelines, a water purification plant, and a wastewater recycling plant. Sustainability aspects included improvements to city-wide pollution management and supply to migrant communities through water-dispensing kiosks. Our work included compact schedule development, delivery and procurement approaches, and strategic review of engineering design, groundwater models, and cost estimates. MCC applies rigorous standards to avoid environmental and social harm, so we assisted with final approval of financial plans for sustainability, resettlement requirements, livelihood restoration plans, and impact assessments and management plans.

This project will increase water supply in Ulaanbaatar by nearly 70 million cubic meters per year, improve industrial wastewater management, and increase the availability of potable water to peripheral migrant yurt-based communities.
