Fast-tracking a project to secure critical state funding resources for much needed upgrades

The prospect of securing state funding with a grant-based, cost-forgiveness component motivated the Village of Bellows Falls to dip into some wastewater treatment facility upgrades. The caveat was that design solutions had to be developed up to 90% completion within a six-week timeframe, then approved by the State of Vermont.

All hands were on deck to design and engineer upgrades to the existing Rotating Biological Contactor (RBC) process, to replace old equipment, and to improve treatment. A computer system was included for more efficient facility monitoring and data tracking. This project also included concrete tank repairs, fiberglass cover system upgrades, and the addition of a supervisory control and data acquisition system (SCADA) computer sysetm.

This RBC Upgrade Project was in addition to a recent headworks upgrade and septage handling project which included an automated septage receiving and treatment system, new wastewater screening and replacement of influent pumps, and odor control upgrades.

The fast-tracked deadline for the RBC Upgrade project was met, and upon the State’s review, the municipality was granted the necessary funding to allow the project to go forward.
