The former Blue Heron Paper Mill is one of Oregon’s most noteworthy brownfield sites

We’re working with the Confederated Tribes of the Grand Ronde Community of Oregon to revitalize the former Blue Heron Mill into a multiuse community gathering space. With federal funding that we helped secure through the United States Environmental Protection Agency (EPA) Brownfields Grant Program, we’ll work with the Tribe and the EPA to deliver the Tribe’s vision for this transformational project.

Vacant since 2011, the site left a legacy of environmental impacts on the land and in the Willamette River. In 2019, the Tribe purchased the site within its ancestral homelands to steward the land and help restore it to its rich cultural past. Now, the $800,000 in federal grant funding will be used to reimagine the site as an extension of downtown Oregon City and a regional destination that honors the area’s culture and history. Potential elements of the reuse plan include a multi‐use path that will provide riverfront access and an up‐close view of historic Willamette Falls, an enhanced riverbank reflecting the historic pathways of water from the falls, various open spaces, and new buildings for office, retail, residential, or hotel use.

Together with the Tribe, we will assess and clean up the contaminated former industrial site and engage with the community to envision a bright future for this land.
