The City of Chandler’s Pecos Surface Water Treatment Plant (SWTP) treats surface water from the Salt River Project Consolidated Canal. Developing a plan for ongoing maintenance and improved service would be important so the plant could continue to support the community of Chandler with potable water.
To effectively guide the City in developing a Capital Improvement Plan (CIP) for this treatment plant, our water and wastewater engineering team completed a facility assessment and asset management plan including cost estimates. We held a series of workshops with City staff to collect data, review technical memoranda, and identify potential issues. We then engaged in a collaborative series of exercises to identify the highest priority projects for capital funds and formed a detailed upgrade and improvement strategy. Goals included adding greater treatment capability, replacing obsolete and outdated equipment and process units, replacing the laboratory and control systems, and enhancing customer service.
Our resulting three technical memos—situation, capacity, and facilities audits—set the stage for the City’s plans to match available funding with the most critical needs and use capital funds to systematically upgrade plant infrastructure.
