City of Englewood - Water and Sewer Fund Financial and Funding Services
The City of Englewood provides water to 11,000 connections within the city and collaboratively with the City of Littleton serves an additional 50,000 through the South Platte Renew wastewater treatment facility. In 2020, the City completed new water and sewer master plans that outlined many capital improvement projects to modernize their water and sewer infrastructure. To address these significant needs, the City engaged our team to perform comprehensive financial planning and conduct a rate study.
We created a dynamic 20-year financial plan that forecasts the costs of operations, maintenance, and identified projects. We worked with City personnel to prioritize these projects and adjust forecasts for rate changes, connection fees, industrial sewer surcharges, and customer bills both inside and outside the city limits.
We also helped the City secure over $100 million in governmental grants and loans. This includes $60 million in U.S. Environmental Protection Agency Water Infrastructure Finance and Innovation Act (WIFIA) funds, the first awarded in Colorado. Additionally, we assisted the City in securing a $40 million State Revolving Fund (SRF) loan for lead service line replacement and $400,000 in state PFAS funding for sampling and a media pilot project. We continue to support the City’s financial planning and ongoing compliance with their WIFIA and SRF projects.
With this financial plan and funding secured, the Englewood community will benefit from better water quality and well-managed rate adjustments for years to come.
