We conducted an organizational assessment of the City of Pompano Beach Utilities Department in 2026 to determine whether its workforce structure, management practices, and operational processes were aligned with long-term strategic and service objectives.
The review included benchmarking against peer utilities, evaluation of staffing levels and organizational design, analysis of management spans of control, and assessment of workforce capacity relative to operational and capital program demands. The study identified key capacity needs, particularly in engineering resources and capital project delivery needs, to better support the Utility’s growing operational, regulatory, and infrastructure needs.
Based on these findings, our team developed a phased improvement roadmap that included policy updates, organizational restructuring recommendations, and a workforce development and change management framework. Key recommendations included establishing dedicated infrastructure, compliance, laboratory, and facilities maintenance functions, clarifying accountability, strengthening succession planning, and improving cross-department coordination. The roadmap also introduced levels of service standards and a continuous improvement framework that integrates performance expectations into planning, budgeting, and operations.
Together, these initiatives position the utility to operate more proactively, improve service reliability, and support future growth and infrastructure investment.
